U.S. Secretary of State Rex Tillerson this week defended the administration's proposed drastic budget cuts for U.S. diplomacy and foreign aid before lawmakers of both chambers. He said all the administration's foreign policy goals can be accomplished with prudent spending. Tillerson testified before two Senate panels Tuesday and the House Foreign Affairs Committee Wednesday. Members questioned the wisdom of increasing military spending at the expense of so-called soft power, including aid, development and diplomacy. VOA's Zlatica Hoke reports.
President Donald Trump's proposed budget for 2018 would slash spending at the State Department and the U.S. Agency for International Development by almost one-third from this year's level. Tillerson said these two agencies have seen a 60 percent increase in the previous decade, reaching an all-time high of $55.6 billion in 2017.

"Recognizing that this rate of increase in funding is not sustainable, the fiscal year 2018 budget request seeks to align the core missions of the State Department with historic funding levels."
The Trump administration proposes to increase military spending while cutting the aid and diplomacy budgets by 32 percent.Eliot Engel, a Democrat from New York, described the proposed budget as the most reckless he has ever seen.

Some consequences of this budget will hit us down the road if we fail to invest in diplomacy and development now. The conflicts we don't prevent will come back to us as the wars we'll need to fight."
Engel quoted Senator Lindsey Graham, a Republican who told Tillerson Tuesday that the proposed budget cuts for the State Department could undermine the security of U.S. embassies in dangerous places.
At a hearing Tuesday, Graham also said withdrawing aid from people struck by disaster gives fuel to terrorist propaganda.

Lawmakers also warned that reducing U.S. foreign aid would undermine the U.S. global leadership role.
But Tillerson argued that the level of funding is not the most important factor in achieving U.S. goals.

Tillerson said the proposed budget of $37.6 billion for 2018 represents the interests of the American people and requires responsible stewardship of the public's money.
