U.S. President Barack Obama said Friday that the full weight of the 28-nation NATO alliance will back Ukraine as the country defends its borders against Russia and battles a separatist movement in the east.
Speaking at the end of a NATO summit in Wales, the president said the group will provide "non-lethal" support and technical assistance to modernize the Ukrainian military.
"Our alliance is fully united in support of Ukraine's sovereignty, independence and territorial integrity, and its right to defend itself."
Earlier Friday, NATO Secretary General Anders Fogh Rasmussen announced the security bloc would establish a rapid-reaction force of several thousand ground troops with bases in several eastern European member nations.
The use of the new military team may be delayed, however. As the NATO summit closed on Friday, Ukraine and pro-Russia separatists agreed to a cease-fire after five months of clashes in eastern Ukraine.
The newly-established force would have bases in several eastern Europe NATO countries. Rasmussen said the new force would be a "spearhead" of the existing NATO Response Force, which is made up of land, air, maritime, and Special Operations components. He said it will be staffed by troops from member countries on a rotating basis and ready to deploy on a few days' notice.
Also during the summit, NATO leaders addressed the threat of the Islamic State radical militant group, which says it intends to expand operations beyond the territory it controls in northern Iraq and Syria, as well as the alliance's 13-year war presence in Afghanistan.
The Kabul government has yet to declare a winner in the June presidential runoff -- a dispute that has all but paralyzed governance in Kabul and threatens a new agreement to keep several NATO thousand troops in Afghanistan beyond December 31.
