The Biden administration last month announced $6.4 billion in direct funding to back South Korean tech giant Samsung’s new semiconductor cluster in central Texas. That means big changes for the town of Taylor. Deana Mitchell has our story.
At first glance, Taylor seems like many other small Texas towns. But on the outskirts, across a busy highway from the high school, tech giant Samsung has 10,000 people working around the clock to build its semiconductor manufacturing facility that will be twice as large as its flagship Pyeongtaek Campus in South Korea.
Tia Rae Stone is the president of the Greater Taylor Chamber of Commerce.

“We’ve been in about 50 years of economic decline, and this is bringing vitality back. I am so pleased in the role my community is playing in international defense. The importance of bringing semiconductor chip manufacturing back to the United States— we felt so many shortages during Covid, and a lot of those supply chain shortages went down to semiconductor chips.”
Samsung broke ground here in early 2022.
Then the Biden administration last month announced $6.4 billion in funding for the project. Samsung, in turn, is expected to “up” its initial $17 billion investment to $40 billion in the coming years.
Brandt Rydell is mayor of the town of 16,000.

“We were only about five years removed from the entire valuation of the city, having been assessed – everything in the city – at less than $1 billion so to say this was a company looking to invest $17 billion was a little mind-blowing.”
During a walk around town, Rydell pointed out a popular skate park and an auto body shop, but also many abandoned buildings.
Racquel Torres owns a flower shop on Main Street. She says the expected economic boom is not coming fast enough for some business owners who are renting.

“Samsung coming to town is a good thing, but not now. We’re not seeing the rewards yet, but values for businesses have gone up as far as the property taxes. Therefore, they’re charging more rent, and it’s forcing companies to go out of business.”
Sungeun Naomi Kim is also awaiting new customers. She took a chance on Taylor, after a call from her parents in South Korea, who saw the new Samsung plant on their local news. She opened Taylor’s first Korean restaurant – “Taylor Seoul Food” – where most of her customers are curious locals.

“They never really had Korean food. And, only thing they can think of is ‘spiciness’, but Korean food is not just about spiciness. There is sweet and savory food.”

“Seeing the downtown area boarded up as recent as eight years ago to having businesses like this one, next door, this entire block and blocks around has been really fun to watch, and I think that Samsung is only gonna add to that kind of element.”
The University of Texas at Austin is opening a Taylor campus on 68 acres close to Samsung and Taylor High School. The university’s Texas Institute for Electronics is looking to the site for joint research with semiconductor partners, including Samsung.
