VOA’s Diplomatic Correspondent Cindy Saine reports from Washington that experts say they expect a shift away from the Trump administration's maximum pressure campaign of crippling economic sanctions on Iran, but a U.S. return to the nuclear deal will not be easy.

President-elect Joe Biden says he wants the United States to return to the 2015 Iran nuclear deal - if Tehran also resumes compliance. As VOA’s Diplomatic Correspondent Cindy Saine reports, experts say returning to the nuclear pact won’t be easy.

The assassination of Iran’s top nuclear scientist, Mohsen Fakhrizadeh in late November increased tensions in the Middle East and threatens to complicate U.S. policy towards Iran. President-elect Joe Biden says he would like to return the U.S. to the 2015 Iran nuclear deal -if Tehran returns to compliance.

Secretary of State Mike Pompeo has made withdrawing from the pact and applying “maximum pressure” on Tehran the cornerstone of U.S. policy towards the Middle East, labeling the Obama administration’s diplomacy with Tehran “appeasement.”

“With the help of our Gulf allies, our maximum pressure campaign isolated Iran diplomatically, militarily and economically. We have now leveled 77 rounds of sanctions, targeting close to 1500 individuals and entities.”

Experts differ on how effective the maximum pressure campaign has been.

“I think it's been very effective at limiting the ability of the regime to fund surrogates to be a disruptive actor in the region…”

“That policy has been a complete disaster at the end of the day because while it has been tremendously painful for the Iranians, it has not changed Iran's foreign policy in any area in the slightest bit, the nuclear program has advanced …”

Experts say the incoming Biden team will have a number of urgent priorities, first among them dealing with the COVID-19 pandemic, and that Iran will be on the list, but likely not at the top.

“…In Washington anything related to Iran requires a really big political lift. And so, I think there's a reasonable question to ask about whether a Biden team will want to expend that political capital right away in the administration.”

Iranian Foreign Minister Javad Zarif this month called the Trump administration "a rogue regime" and said if the Biden White House decides to change course and honor America's original commitment to the nuclear deal, Tehran will also fully comply.
