A U.S. drone strike killed the top cleric from the al-Qaida branch in Yemen, the group announced Tuesday.

Ibrahim al-Rubaish, a Saudi national, joined al-Qaida in the Arabian Peninsula after being released from the U.S. prison at Guantanamo Bay, Cuba in 2006.

He was considered the group's main ideologue and theological adviser, and his writings and sermons were prominent in its publications.There was a $5 million bounty on his head.U.S. officials have not publicly confirmed his death.

Also Tuesday, the United Nations Security Council approved an arms embargo on the leaders of Yemen's Shi'ite Houthi rebels and demanded the group withdraw from areas it has captured.

The council passed a resolution 14-0 with Russia abstaining.

Russia's U.N. ambassador, Vitaly Churkin, said the resolution does not call for an end to the airstrikes being carried out by a Saudi-led coalition against the rebels, who are battling against forces backing Yemen's internationally recognized president, Abd-Rabbu Mansour Hadi.

The measure drafted by Jordan and Arab Gulf countries also imposes a travel ban and an asset freeze on both rebel leader Abdul-Malik al-Houthi and Ahmed Ali Abdullah Saleh, the son of Yemen's former president, who supports the Houthis.
