U.S. Attorney General Loretta Lynch said Monday that the Justice Department will investigate the Chicago Police Department to determine if the agency systematically violated the Constitution with its handling of use of force.
The probe follows the release of a video last month showing the shooting death of a 17-year-old by a police officer in October 2014.
Lynch said the "pattern and practice" investigation will focus on the agency's use of force and any racial or ethnic disparities in how its agents' used deadly force. It will also address how the department handled allegations of misconduct.
Officer Jason Van Dyke was charged with first-degree murder Nov. 24, more than a year after the killing of Laquan McDonald and just hours before the release of police dashboard camera footage showing the officer shooting the black teenager.
The video shows McDonald walking away from officers in the middle of a street. Van Dyke fires his gun seconds after stepping out of his patrol car and continues to shoot McDonald after the young man falls to the ground.
The release of the video triggered protests around the city and allegations by demonstrators that the agency attempted to cover up the details surrounding McDonald's death.
The Justice Department launched similar investigations in Baltimore and Ferguson, Missouri, after the deaths of young black men in both cities linked to police actions.
