Several international press and human rights groups have gathered in Jakarta to demand access to West Papua, Indonesia -- a region that has been under a government imposed media blackout since 1963.

International Press Council member Sabam Leo Batubara says the government continues to infringe on the rights of reporters in West Papua, which occupies the western half of the island of New Guinea and has had a low-level separatist campaign for decades.

"Foreign journalists that have permits to cover Papua have to be accompanied by the authorities. The accompanying system is against the press law.There should be no censorship.Accompanying journalists in their search for news is a form of censorship."

Batubara also said reporters are only allowed to report news that the local government approves of, which is in clear contrast to the 1999 Press Law, which says it is illegal to delay or impede journalistic activities in Indonesia.
