​U.S. President Barack Obama has delivered his State of the Union address, saying "the shadow of crisis has passed" now that the U.S. economy is improving and most American troops are out of Iraq and Afghanistan. VOA White House correspondent Luis Ramirez reports.

It was a sort of victory speech that came as President Obama's approval ratings begin to rise, thanks to what he said is an improving economy and more robust job numbers.

"We've seen the fastest economic growth in over a decade, our deficits cut by two-thirds, a stock market that has doubled, and health care inflation at its lowest rate in 50 years. This is good news, people. ((APPLAUSE))"

America's economic resurgence, he told Americans, is real. The U.S. has ended its combat mission in Afghanistan for the first time since the September 11, 2001 attacks, and most troops are now home. He said the country has turned a page.

"America, for all that we've endured; for all the grit and hard work required to come back; for all the tasks that lie ahead, know this:The shadow of crisis has passed, and the State of the Union is strong."

Now, President Obama said it is time to help America's middle class by promoting child care, free college, and equal pay for equal work in the case of women.

The president spoke to what - for the first time in his tenure - is a Republican controlled Congress, and he faces a tough battle to push through his agenda.

To fund his programs, the president wants to raise capital gains taxes on wealthier Americans - a proposal that Republicans reject.

There are many other areas of disagreement, including the push by lawmakers - including members of Mr. Obama's own Democratic Party - to tighten sanctions on Iran. The president has said he will veto any such bill, saying sanctions could derail the fragile nuclear talks and raise the risk of war.

The president received enthusiastic applause from his supporters in the chamber. But in a sign of the animosity that exists, he also got cheers from his opponents when he referenced the time he has left in office.

"I have no more campaigns to run.My only agenda for the next two years is the same as the one I've had since the day I swore an oath on the steps of this Capitol - to do what I believe is best for America."

While his speech focused heavily on domestic economic issues, President Obama also spoke of the need for America to lead wisely and avoid rash decisions that draw the country into what he described as unnecessary conflicts.

At the same time, he called on Congress to approve a resolution authorizing the use of force in the effort to degrade and destroy Islamic State militants, a fight that he said will take years.

Mr. Obama made only passing mention of the recent terrorist attacks in France.
