At the Brussels airport, one of the two sites rocked by bombings that left more than 30 people dead, Kerry laid a wreath in tribute to the victims.
Standing with the country's prime minister earlier, he noted the victims had simply been going about their lives.

And to Tuesday's attackers, he said world powers would not be intimidated or deterred.
Kerry made a similar trip to Paris last year in the wake of militant attacks on the Charlie Hebdo newspaper.
In Brussels, he modified the "I am Charlie" slogan that became popular after the Paris attacks.

The focus should now turn to helping Belgium reduce the odds of these types of attacks occurring again, say analysts.

"We know full well that there are concerns about the larger network, about the Molenbeek district of Brussels in particular, about the fact that Belgium has been under-resourced for counterterrorism activities for many years."
One particular vulnerability is the inconsistency of terrorist watch lists in Europe, O'Hanlon says.

"We know that there are a lot of names that don't make it from one list to another and where misspellings somehow hamper the cross correlations."
He says countries need to get into the business of learning from each other's "best practices" in the broad arena of counterterrorism.
