New Orleans Counts on New Levees to Prevent a Future Flood

New Orleans is marking the tenth anniversary of Hurricane Katrina and the subsequent flooding of the low-elevation city. Studies have shown that the U.S. Army Corps of Engineers failed to build levees strong enough to withstand the surge of storm water.
