Talks between the leaders of Russia, France and Germany on a peace plan for Ukraine ended early Saturday without firm results, but a Russian spokesman said work on the plan is going forward.
Spokesman Dmitri Peskov said Russian President Vladimir Putin, German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian President Petro Poroshenko will engage in four-way talks by telephone Sunday.
Mr. Putin hosted Ms. Merkel and Mr. Hollande for talks late Friday in Moscow on a peace proposal to end the 10-month pro-Russian rebellion in eastern Ukraine.Officials including Peskov described thelate-night talks as "substantial and constructive" but did not provide details.
"Based upon the proposals put forward by the president of France and the chancellor of Germany, joint work continues in order to prepare the text of a possible joint document on implementation of the Minsk agreements, the document which would include the proposals of the Ukrainian president."
Also Saturday, the commander of NATO troops in Europe, Philip Breedlove, said the West should not rule out the military option in Ukraine.Speaking at a security conference in Munich, Breedlove supported shipping weapons to Ukraine but did not putting troops on the ground.
French sources say Sunday's talks will focus on reviving a tattered peace deal signed in September that has since been discarded by both sides. More than a quarter of the rebellion's nearly 5,400 fatalities have occurred since then.
Ukraine insists that any new accord must honor cease-fire boundaries agreed on in September and can not include territory gained by rebels in recent weeks of heavy fighting.
Ahead of Friday's Moscow meeting, Ms. Merkel said the peace initiative was aimed at defending "European peace."
"We are convinced that there will be no military solution to this conflict.But we also know that the question remains fully open whether we will succeed in achieving a cease-fire through these talks.We do not know if we will be successful today or if perhaps further talks will be necessary," she said."We do not know if the talks in Moscow today will be long or somewhat shorter, nor whether they will be the last talks, meaning we can only do what it is in our power to do - the situation is fluid - and try to contribute all we can to a solution to this conflict, and particularly to bringing the bloodshed to an end.''
Mr. Hollande on Thursday called the proposal "a new solution to the conflict, based on the territorial integrity of Ukraine."Mr. Poroshenko said the plan "raised hopes" for a cease-fire.
In Brussels Friday, U.S. Vice President Joe Biden accused Russia of continuing to escalate the conflict in Ukraine "by sending in mercenaries and tanks."Russia, he said, "cannot be allowed to redraw the map of Europe."
Biden is among the world leaders, diplomats and defense officials gathered in Munich for three-day security conference where the Ukraine crisis is high on the agenda.Mr. Poroshenko, U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov are also scheduled to attend.
Meanwhile, pro-Russian separatists and Ukrainian officials agreed on Friday to a temporary truce to evacuate civilians from battle-scarred areas in eastern Ukraine.Convoys of buses converged Friday on the town of Debaltseve, where the population has been trapped in the crossfire of fierce fighting.
Fighting in Ukraine's Russian-speaking east near the Russian border surged after the breakdown of peace initiatives last week.
