Myanmar must hold a "proper investigation" into alleged atrocities against the Rohingya, a high-level UN delegation said Tuesday.

The Security Council delegation was the most senior group of international officials to visit Burma's Rakine state since last August, when violence against the Muslims sent more than 700,000 refugees fleeing for their lives into neighboring Bangladesh.

U.S. and U.N. officials call the violence against the Rohingya ethnic cleaning.

"In order to have accountability, there must be a proper investigation," British Ambassador to the U.N. Karen Pierce said Tuesday. "It doesn't matter whether the probe is international or domestic, as long as it's credible." She said that either Myanmar's government can carry out a probe or it can be referred to the International Criminal Court.

The ambassadors met with top Burmese officials, including leader Aung San Suu Kyi and military chief General Min Aung Hlaing. They talked about making sure conditions are safe for the refugees to return home.

The diplomats asked Burma to sign the memorandum of understanding with the U.N. and Bangladesh for a repatriation that is "safe, voluntary and dignified".

"We are not asking the Myanmar government for something new," Kuwaiti representative Mansour Ayyad al-Otaibi said. "They are a member of the United Nations and they are a member and state party to many UN conventions. The return of refugees should be in conformity with international standards."

The army in Buddhist-majority Burma launched a brutal crackdown on Muslim minority Rohingya last August after a Rohingya insurgent attack on soldiers.

More than 700,000 Muslims fled to refugee camps in Bangladesh. The UN says those who stayed behind in Burma have had their freedom of movement restricted as well as access to jobs, schools and healthcare.

The Rohingya say they have been victims of such discrimination and human rights violations in Burma for decades.
