2014 presented U.S. President Barack Obama with some of the biggest foreign policy challenges of his presidency:They included Ukraine, the rise of the Islamic State, the drawdown of U.S. forces from an unstable Afghanistan, the Ebola outbreak in West Africa, and his shock announcement of the normalization of ties with longtime foe Cuba.VOA White House correspondent Luis Ramirez takes a look at how the year helped shape a foreign policy legacy that has sometimes been described as unclear, complex and conflicted.

Russia's invasion of the Ukrainian-controlled Crimean peninsula was the first shock of 2014 for the Obama administration.The White House had tough warnings and sanctions but no commitment of U.S. troops to a conflict the White House saw as a matter of principle but not of strategic importance.

By mid-year and with conflicts in Iraq and Syria flaring, there was criticism of Mr. Obama's foreign policy by some who described it as weak.

"Typically, criticism of our foreign policy has been directed at the failure to use military force.And the question I think I would have is, why is it that everybody is so eager to use military force after we've just gone through a decade of war at enormous costs to our troops and to our budget?And what is it exactly that these critics think would have been accomplished?"

The criticism escalated in August.As Islamic State militants gained ground in Syria, the president said he was still developing a plan to deal with them.

"We don't have a strategy yet."

Weeks later, Mr. Obama unveiled a less-than-timid plan, ordering hundreds of troops back to Iraq, expanding the bombing campaign to Syria and reluctantly deepening America's involvement in what he said would be another fight that would take years to win.
It was that reluctance to go to war that sometimes put him at odds with members of his security team, says analyst Michael Rubin.

"We have a basic issue between a president whose own political convictions lead him to want to avoid putting ground troops in versus military professionals who suggest that the president is wrong on this."

Despite some gains against the Islamic State in Iraq, the group remains a significant threat at year's end.The crises in Syria and Ukraine are far from resolved and relations with Russia - which Mr. Obama sought to reset when he took office - are at their worst since the Cold War.

One cornerstone of Mr. Obama's foreign policy is a rebalance of U.S. military forces and diplomatic efforts to the Asia Pacific, where the U.S. is watching China's rise and its increasingly assertive behavior.
Analyst Robert Daly says, however, this policy has had its challenges.

"We continue, since announcing the rebalance to Asia Pacific, to be distracted:Egypt. Libya, Ukraine.Syria.ISIL.Ebola.And there is a question about whether the rebalance has in fact happened or not."

Among his successes, President Obama has counted his deployment of hundreds of U.S. troops to battle Ebola in West Africa.
And at the end of the year, the president has made history with a bold announcement that the United States is normalizing relations with its longtime ideological foe, Cuba, after more than half a century.

"These 50 years have shown that isolation has not worked.It's time for a new approach."

President Obama hopes 2015 will be a new chapter in U.S. relations with a world that in 2014 rapidly grew more complex.
