NATO Secretary-General Anders Fogh Rasmussen has voiced skepticism about a Ukraine cease-fire plan put forth by Russian President Vladimir Putin, as world leaders gather in Wales for the start of a critical NATO summit.

Rasmussen said Thursday that NATO welcomes all efforts to find a peaceful solution to the crisis in Ukraine. But he said what counts is developments on the ground, noting that Russia is still "attacking" Ukraine.

The two-day NATO summit outside the Welsh city of Newport is expected to discuss formation of a rapid response military force capable of deploying on short notice to trouble spots in eastern Europe

Russia, which has strongly opposed any NATO presence near its borders, has denounced the idea of a rapid response unit. Earlier this week, Russia said it will review its own military strategies in eastern Europe if NATO endorses creation of the force.

NATO estimates at least 1,000 Russian troops are in Ukraine. Moscow has repeatedly denied any military presence on Ukrainian territory.

Mr. Putin's 7-point plan is aimed at halting the separatist rebellion in eastern Ukraine. It calls for a large-scale Ukrainian military pullback in the Russian-speaking east and the deployment of international monitors.

Ukraine's President Petro Poroshenko is due to attend the summit as a non-member invitee, and officials say he will meet with Western leaders on the sidelines of the gathering.

Leaders at the summit are also expected to discuss strategies for countering the threat from the Islamic State militant group that has overrun large parts of northern Iraq and eastern Syria.

The U.S. has been carrying out airstrikes against the group in Iraq, while other alliance members have begun providing humanitarian aid.

The 28 NATO members are also likely to talk about the final stages of the 13-year Afghan war. All foreign combat troops are expected to leave Afghanistan by the end of the year.
