The Asian Development Bank agreed on monday to back the controvertial $1.2 billion Nam Theun 2 hydroelectric dam in Laos, saying it would spur development in one of the world's poorest countries.
The decision was widely expected after the World Bank gave its approval last week, capping a decate of fierce debate over Indochina's biggest dam and its impact on tiny, landlocked Laos.
