Another suicide car bombing has struck an entrance to Baghdad's heavily guarded Green Zone, the second such attack in two days. Hospital officials say at least 12 people were wounded in today's blast. Some of the wounded are said to be in serious condition. The U.S. military says the attack occurred at the same checkpoint where at least nine Iraqis were killed in a suicide car bombing Monday.

Officials from six countries gather in Laos today for three days of talks on economic ties and cooperation among countries sharing the Mekong river. Delegates from Laos, Burma, China, Cambodia, Thailand and Vietnam are scheduled to attend the conference of the Greater Mekong Subregion Economic Cooperation Program. Officials from the Asian Development Bank and other international observers are also expected at the talks in Vientiane.
