An international human rights group has accused Lao troops of human rights violations against children. Amnesty International says it has received witness testimony and video evidence suggesting five Hmong children were mutilated and killed by dozens of Lao soldiers in May.

A British envoy says it is still not clear whether North Korea will participate in a new round of six-party talks on its nuclear program. British foreign office minister Bill Rammell,fresh from four days in Pyongyang, told reporters in China that he got no indication that North Korea is willing to resume talks by the end of this month as originally planned.

More than 1,000 Thai nationals rallied in Bangkok to protest a government proposal to vaccinate some poultry against bird flu. The demonstrators, who rallied in front of the Thai Agriculture ministry building, says such vaccinations could seriously harm effort to resume Thai poultry exports.
