Laos acknowledges that the Nam Theun 2 hydro-power project will have both positive and negative impacts, but says the dam is the best development option to help pull the nation out of poverty.
The acknowledgement came during a one-day workshop on the controversial project in Bangkok, the first of a series of international consultations sponsored by the World Bank as part of its ongoing evaluation of the Nam Theun 2 dam in Khammouane province.
