The US embassy in Kabul is advising Americans in the Afghan capital to restrict their movements after a deadly car bomb late Sunday killed about a dozen people outside the offices of the U.S. security company. Other western governments have joined in advising their citizens to avoid areas popular with foreigners, such as shops and restaurants.

French President Jacques Chirac has sent his foreign minister to the Middle East to help secure the release of two French journalists held captive by militants demanding France revoke its ban on headscarves in schools.

The United States has signed agreements to give Indonesia $468 million in addition aid over the next five years. U.S. officials say the aid program is this country;s largest development assistance agreement with Indonesia, which is counted among the United States' allies in the war on terrorism.
