Gasoline dealers in Laos ask the government for permission to raise gas price for the third time this year because of high oil price in the world market. Meanwhile, Vientiane municipality authorities say arable lands in the capital city area are dwindling because of housing development and population increase. On the bright side, China says it will build a new cement plant in Khammouane province that will produce 900,000 tons of cement per year.
