The United States says the crisis in Haiti is largely the responsibility of President Jean Bertrand Aristide. A White House statement issued late Saturday says Mr. Aristide's failure to adhere to democratic principles has contributed to the deep polarization and violent unrest in Haiti.

An official of the U-S - led coalition in Iraq says the interim constitution being hammered out by the Iraqi Governing Council will not be signed into law until at least Wednesday. Speaking in Baghdad, the official said the Council decided it would not be proper to have a signing ceremony before the end of a Shi'ite Muslim holiday on Tuesday.

The United States and Pakistan are stepping up efforts to capture or kill al-Qaida leader Osama bin Laden, who is believed to be hiding in a remote part of Pakistan bordering Afghanistan. A report in The New York Times says President Bush personally approved plans to intensify the search for the terrorist leader.
