Top U-S administration officials say President Bush plans to set up an independent commission to investigate pre-war U-S intelligence on Iraq in view of the failure to find any Iraqi weapons of mass destruction. The officials, who asked not to be identified, told reporters Mr. Bush is expected to make an announcement some time this week.

The top U-S administrator in Iraq, Paul Bremer, has strongly condemned Sunday's twin suicide bombings in the northern city of Arbil and pledged that those responsible will be brought to justice. Mr. Bremer expressed outrage (Sunday) at the blasts that rocked the offices of two Kurdish political parties.

Pakistani officials say the founder of their nation's nuclear program has admitted he transferred nuclear technology to Iran, Libya and North Korea.
