In talking to VOA, General Vang Pao, former Commander of the 2nd military region of the Royal Lao Armed Forces, calls for an end to the killing in Laos and an effort to work toward peace. He says he will only back normal trade relations between the United States and Laos if the Lao Communist government improvres its human rights practices and meets other conditions. Gen. Vang Pao also says he will send a letter to the President of Laos in a very near future detailing his offer.
