Ukraine has accused Russia of a new military incursion into its territory, hours after the presidents of both countries agreed to work toward ending a pro-Russian rebellion in eastern Ukraine. Kyiv says Russian soldiers in military vehicles crossed the border into eastern Ukraine Wednesday, near the place where Ukraine detained a group of Russian paratroopers on Monday.
