At least 13 people have been killed in severe floods in Missouri, almost all of them while being trapped in vehicles swept away by the flood waters. The Mississippi River is expected to reach record levels over the next few days as a result of unseasonal rains. Floods are threatening to overtop 19 federal levees in the St. Louis area. Missouri Governor Jay Nixon has declared a state of emergency as officials try to evacuate towns devastated by rising waters. Zlatica Hoke reports.
