China and the Philippines both claim maritime rights in the South China Sea. That includes the right to fish in those waters.
Jason Strother reports on how the Philippines is catching Chinese nationals it says are illegal poachers. He has the story from Palawan province.

The Philippine Maritime Police patrol the waters around Palawan.
They are on the look out for foreign poachers, like the ones who operated this vessel, now docked at the police station.
Captain Philip Suarez explains how the boat was apprehended.

(CAPT. PHILIP SUAREZ, PHILIPPINE MARITIME POLICE)
"We saw that this vessel is so different from local vessels. We got closer and identified it as a Vietnamese vessel coming here to Philippine territory to conduct illegal fishing"

Suarez says thanks to the police force's small fleet of speed boats, these poachers cannot easily get away.

"Sometimes when they saw us, far, they try to escape us. But our boat is faster than their boat so they cannot escape"

The United States gave 6 of these boats to the Philippine maritime police to help them catch illegal fishermen.
Last year, Captain Suarez and his crew caught 11 Chinese nationals who were catching an endangered tortoise species.
He says some Chinese poachers come as close as 15 kilometers to Palawan's shores.

Police inspector John Labunog Aller says these fishermen are moving in step with China's military, which has built outposts on reclaimed land in the South China Sea. He says it is a threat to the Philippine's security.

"The concern there is that China is owning one of our places, our island that is a part of Palawan"

China's Foreign Minister Wang Yi recently told reporters in Singapore that it is not his country that is illegally occupying territory in the South China Sea.

"The focus of the dispute is about the illegal occupation of some of the islands and reefs that belong toChina's Nansha group of islands"

Beijing maintains that Chinese fishermen are operating in China's territorial waters

Inspector Aller says the Philippines' two Palawan vessels are docked in Honda Bay on the provinces' east coast.

It could take days to reach foreign poachers in the South China Sea.
