((INTRO))The U.S. presidential election campaign was rocked by yet another "October Surprise" Friday when the FBI informed members of Congress that it has found new emails that may releate to its probe of Hillary Clinton's use of a private email server while secretary of state. The news broke with less than 11 days to go before voters choose the next president on November 8th. VOA National correspondent Jim Malone has more from Washington.

((NARRATOR))
Word that the FBI was looking at new information in the email probe involving Hillary Clinton came as Clinton arrived in Iowa for a campaign rally.

The FBI told members of Congress that it is now assessing newly discovered emails, material that reportedly came to light in connection with a separate investigation into "sexting" allegations involving former Democratic Congressman Anthony Weiner.

Weiner is the estranged husband of top Clinton aide Huma Abedin.

Clinton's Republican opponent, Donald Trump, seized on the news during a rally in New Hampshire.

((DONALD TRUMP, REPUBLICAN CANDIDATE))
"The FBI has just sent a letter to Congress informing them that they have discovered new emails pertaining to the former secretary of state, Hillary Clinton's investigation."

((NARRATOR))
Back in July, FBI Director James Comey concluded that Clinton's use of a private email server was careless but did not rise to the level criminal conduct.

((JAMES COMEY, FBI DIRECTOR))
"Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information."

((NARRATOR))
Polls indicate that voters find Clinton less trustworthy because of the email controversy.

Trump has long condemned the FBI's decision not to prosecute Clinton. But he sounded a different note in New Hampshire.

((DONALD TRUMP, REPUBLICAN CANDIDATE))
"This was a grave miscarriage of justice that the American people fully understood and it is everybody's hope that it is about to be corrected."

((NARRATOR))
Clinton addressed the issue in Iowa late Friday.

((HILLARY CLINTON, DEMOCRATIC CANDIDATE))
"The American people deserve to get the full and complete facts immediately. The director himself has said he doesn't know whether the emails referenced in his letter are significant or not. I am confident whatever they are will not change the conclusion reached in July."

((NARRATOR))
While Republicans welcomed the FBI decision, others were critical, including political expert Jason Johnson on Skype.

((JASON JOHNSON, MORGAN STATE UNIVERSITY))
"I was disgusted. This was the most unprofessional, unprecedented and inappropriate use of power I have seen from a Department of Justice bureaucrat, probably in American history."

((NARRATOR))
Friday's development injected a fresh element of uncertainly into what has been a long and divisive presidential campaign.

Polls continue to show Clinton leading Trump, both nationally and in many of the key battleground states that will determine the election outcome on November 8th.
